You can still be on your parents car insurance after 18 as long as you are living at home (or at collage).

Are you asking about Healthy Kids in California? You have to be 18 or younger, so when you are 19 you will no longer be eligible as a child. You would need to recheck your eligibility for that program on your own, or Medi-Cal. If California is not your program, then you need to internet search for your state and the program requirements.
