I pay my homeowner’s association dues with an electronic bill paying service rather than send a check with the payment coupon. The management company receiving my check wants to charge me an extra $ 7, as they say it takes them time to look up my account info which they would normally scan from a bar code on the payment coupon. Is it legal for them to charge me extra for this?

No it’s not as far as I know, you made your payment on time there’s no reason for the extra charge
